Geringe Jahrgangsstärken, steigende Bildungsaspirationen seitens der Jugendlichen, unbesetzte Ausbildungsplätze: Daraus könnte man schlussfolgern, dass die berufliche Ausbildung an Attraktivität verloren hat und dass wir es zunehmend mit einem Markt zu tun haben, den weniger die Betriebe bestimmen als die Jugendlichen. Dieses Fazit ist so jedoch nicht richtig, denn dabei wird eine Gruppe ignoriert: die Gruppe der Jugendlichen und jungen Erwachsenen ohne Berufsausbildung. Seit mehreren Jahrzehnten liegt deren Anteil bei ca. 15 Prozent der 20- bis 34-Jährigen, das betrifft also jeden sechsten bis siebten jungen Menschen! In dem Vortrag wird aufgezeigt, welche kognitiven Potenziale diese Jugendlichen haben, ob es Unterschiede in Persönlichkeitseigenschaften gibt, und an welcher Stelle sie dem Ausbildungssystem verloren gehen. Die präsentierten Befunde sollen die Teilnehmenden anregen, über Rekrutierungsprozesse und Anforderungen nachzudenken und so die Diskussion um die Attraktivität beruflicher Ausbildung nicht nur im Lichte der Konkurrenz zwischen Ausbildung und Studium zu führen. Two decades ago, we were still reflecting on the "democratization of democracy". Times have changed. Now we are thinking about the resilience of democracy. Times are changing. The long and global trend of democratization, which accelerated once again after 1990, reached its peak in 2008. Since then, liberal democracies are now in the 15th year of a continuous and significant decline. This is true even for the best constitutional liberal democracies of the Northern hemisphere. An extraordinary simultaneous accumulation of external crises has challenged democracy in the last 15 years: financial and euro crises, migration and refugee crises, climate crisis, pandemic and finally the Russian war against Ukraine and its economic repercussions on Western democracies. How can democracies arm themselves against this, how do they strengthen their resilience? What actually is resilience of democracy? Do we have sufficient theoretically inspired concepts that we can use in empirical studies? The Talk aims to present such an analytical concept of democratic resilience in order to finally answer the action-theoretical question: How can democracies strengthen their resilience in the current decade of crisis? Wolfgang Merkel is Professor Emeritus at the WZB.

When Corona hit, many social scientists turned their attention to trying to understand the social and political correlates of the spread of the disease, the socioeconomic impacts of the crisis, and social explanations for the effectiveness of different responses to the disease. Social sciences, however, largely study normal times and the utility and validity of their model tools can get stretched when turned to address a crisis. How well did these models and tools perform in this crisis and what can be done to ready social sciences for the next one? Macartan Humphreys is Director of the Research Unit Institutions and Political Inequality. This session is moderated by Harald Wilkoszewski, Head of Communications at WZB. The threat of nuclear war between the United States, Russia or China is greater today than at any time in the past 60 years. The talk will analyze the nature of the threat and argue that the deterrent of mutually assured destruction (MAD), though continuing to impose a disciplining effect, is an unreliable safeguard against nuclear escalation, generally and particularly in today's strategic landscape. A radical focus on strengthening and building a legal and political infrastructure aimed at avoiding and ultimately, precluding, great power conflict is necessary. Mattias Kumm is Research Professor "Global Constitutionalism" at the WZB Berlin Social Science Center and Professor "Rule of Law in the Age of Globalization" at Humboldt University Berlin. The European asylum system has become a lottery: Geographical location, money, fitness, and sheer luck on the dangerous land and sea routes determine who makes it to the border, can apply for asylum, and immigrate. This is not the way to help those most in need, and it creates numerous problems for Europe in terms of integration. The complex web of restrictions and regulations around the right to asylum is a symptom of a refugee policy that rewards people who make it to Europe's borders. Those who don't make it are left behind. But Europe is not doing itself any favors with this system. In his talk, Ruud Koopmans uses concrete cases and statistical data to describe why the current system makes integration more difficult, threatens internal security, strengthens right-wing populism, divides Europe, and makes it dependent on autocrats who open or close their borders to Europe according to their own whims. The so-called refugee crisis of 2015 is proving to be a home-grown crisis of asylum policy. Koopman’s review, based on several years of research, concludes with a pragmatic proposal on how we can regain control through generous humanitarian admissions combined with curbing irregular immigration – so that asylum policy does not remain a life-threatening lottery game. The current crisis of the American political system is not caused simply by cult-like following of a demagogic leader but is more endemic, rooted in the structure of the U.S. constitution. The U.S. constitution, written in a pre-democratic era, is the oldest written constitution in the world. America has democratized over the past two centuries, like other countries, as citizens have done the hard work of making their constitutions more democratic. But over the past fifty years, this effort has essentially stopped, thwarted by a constitution that now appears almost unamendable. Does this make reform impossible? This conversation will reflect on the predicament of an essentially unchangeable constitution and what this means for the future of democracy in America.
