Civil servants in Hong Kong have always been an important pillar supporting the Government of the Hong Kong Special Administrative Region. At the same time, they have always been dedicated to their duties and committed to provide public services to the people of Hong Kong. The Civil Service Bureau has organised the “Civil Service Outstanding Service Award Scheme” on a biennial or triennial basis since 1999. The objective of the scheme is to recognise the efforts of bureaux/departments. In 2022, for the first time, the Civil Service Bureau cooperates with the Innovation and Technology and Industry Bureau to launch the "Innovation and Technology Award" to recognise bureaus/departments which are proactive in devising and implementing innovative measures and impactful solutions, and encourage a wider adoption of innovation and technology by civil servants to improve public services.
The 2022 Civil Service Outstanding Service Award Scheme awards include:
1. The Excellence in Partnership Award
2. The Excellence in Service Enhancement Award (Large Department Category)
3. The Excellence in Service Enhancement Award (Small Department Category)
4. The Excellence in Team Collaboration Award (General Service)
5. The Excellence in Team Collaboration Award (Specialised Service)
6. The Excellence in Team Collaboration Award (Internal Service)
7. The Excellence in Team Collaboration Award (Regulatory Service)
8. The Excellence in Team Collaboration Award (Crisis Management)
9. The Innovation and Technology Award (Best Use of Technology)
10. The Innovation and Technology Award (Best Citizen-centric Innovation)
11. The Innovation and Technology Award (Best Stakeholder Collaboration)
