Keith performed some great heroic acts on 911 including several trips into the North Tower where he saved an estimated 200 civilians. Sadly, as he was rescuing 9 civilians, the second tower collapsed, killing Keith and the 9 civilians he was rescuing. From there he served in Ladders, 18, and 172. Was then promoted to Lt. in 1984 and went to 113 truck. Promoted to Captain in 1990, then worked in 153 truck. Cap also had the honor of being detailed to Chief Ganci, and to also be detailed as acting chief of MSU in 2000. Captain Carpenter retired in 2003. Bill is a retired assistant fire marshal with Prince William County, Virginia, Department of Fire and Rescue. During his thirty-year career, he served as a firefighter, fighter paramedic, company officer, and station commander. The last fourteen years of his career, he was a lieutenant/assistant fire marshal assigned to the arson crimes unit with the county’s fire marshal’s office. Lieutenant Niemann was the first of one hundred and fifty paramedics in the Commonwealth of Virginia. He also served seventeen years with the United States Coast Guard auxiliary.

Including when he was assigned to Engine 5 in 1995 responding to the historic event in the Murrah Building. The Oklahoma City bombing to be more precise. He served in both Hazmat (Station 5) and Technical Rescue (Station 8) for several years. Early in his career he worked in training and was promoted to BC in 2007. In 2013, Chief had the honor of being the keynote speaker for FDIC, speaking on, "The Fireman's Standard". He retired in May 2025.
