Only 8 states had grant rates above 50%, with Wyoming having the highest rate at 78%. Alabama and South Carolina had the lowest rates at 10% and 13%, respectively. South Carolina's 2023 data show a drastic drop to a 7% approval rate.Parole boards often default to denial, placing the burden of proof on incarcerated individuals to justify their release. This is problematic because the board often considers factors beyond the applicant's control, such as the availability of programming or education in prison, or unchangeable aspects, such as the nature of the offense.
