U.S.–ROK Technology Prosperity Deal (Memorandum of Understanding)

• Purpose: Non-binding MOU to deepen U.S.–South Korea collaboration in strategic science and technology, elevating the alliance and fostering a “Golden Age of Innovation.”

Key areas of cooperation

• AI adoption and innovation:

  • Joint R&D via U.S. NSF, Korea NRF, and IITP; promote pro-innovation AI policy frameworks.
  • Expand exports across the full AI stack; explore regional AI export deals.
  • Strengthen enforcement of compute and critical tech protection measures; harmonize adoption guidelines.
  • Reduce operational burdens for innovators, including privacy-preserving hosting and better platform environments.
  • Refocus U.S. Center for AI Standards and Innovation + Korea AI Safety Institute partnership on secure, trustworthy AI.
  • Support children’s digital wellbeing and workforce prep, including through the “Fostering the Future Together” initiative.

• Trusted technology leadership:

  • Research security: capacity building for universities/industry; joint threat analysis; promote rigorous practices with allies.
  • Telecom/6G: collaborate on advanced RAN and 6G with standards-body engagement and industry partnerships.
  • Bio/pharma supply chains: protect IP; remediate vulnerabilities across academia–industry, including CROs/CDMOs.
  • Quantum: interoperable standards, institutional partnerships, secure supply chains for a robust quantum ecosystem.
  • Basic research and STEM exchange: expand participation in large-scale projects; researcher exchanges.
  • Space: Artemis contributions, Korean cubesat rideshare on Artemis II, NASA CLPS, Korea Positioning System interoperable with GPS, and Commercial LEO Destinations.

Governance and legal

• Operative upon last signature; modifiable by mutual written decision; either party may discontinue with 180-day notice.
• Non-binding; no legal obligations or funding commitments; consistent with domestic and international law; implemented via a Joint Committee Meeting mechanism.
