Key areas of cooperation
AI and enabling infrastructure:
- Joint research via NSF, JST, JSPS, RIKEN; advance HPC, leading-edge semiconductors, and quantum computing.
- Pro-innovation AI policy frameworks; promote exports across the full AI stack; harmonize guidelines; strengthen protections for critical/sensitive tech.
- Refocus U.S. Center for AI Standards and Innovation + Japan AI Safety Institute partnership on trustworthy AI; support children’s digital wellbeing and workforce readiness.
Trusted technology leadership:
- Research security: build capacity across universities, labs, and industry; share rigorous practices with allies.
- Telecoms: collaborate on Open RAN/AI-RAN, Beyond 5G/6G, all-photonics and quantum networks via NTIA, MIC, NSF, NICT; align in standards bodies and open testbeds; expand Indo-Pacific submarine cable cooperation.
Bio/pharma supply chains:
- Identify and remediate vulnerabilities across R&D and manufacturing (including CROs and CDMOs); protect IP and innovation ecosystems.
Quantum information science and technology:
- Joint work on performance, algorithms, real-world deployments, talent development, and trusted supply chains.
Fusion energy:
- Industrial ecosystem collaboration on magnets, high-power components, fuel cycle/blankets, neutronics, materials; R&D via JT-60SA toward commercial deployment.
Space:
- Continue civil space and aeronautics cooperation: ISS, Artemis lunar missions, commercial space; improve debris mitigation and space situational awareness.
Legal/administrative
- Non-binding; no legal rights/obligations or funding commitments; consistent with domestic/international law.
- Effective upon signature; modifiable by written decision; either party may discontinue (mutual date or 180 days after notice).
