Well, while reviewing your perfect document, you begin to realize that you have a few fatal flaws. So you decide that you need to get back to the drawing board, and you Prophesize what the government you created will likely do to abuse your document. Based upon the history of governments, you write 10 rules to limit the government you are creating.
You hope these rules you write will counter the prophecies you expect.
