In recent years, the debate over whether and how to allow migrants into the United States has taken on new wrinkles. The Trump presidency, the COVID-19 pandemic, and Russia’s invasion of Ukraine are just some of the latest forces to push this controversy into the hottest spots of our national discourse.

Ali Noorani is the CEO of the National Immigration Forum.
