When towns and cities are bombed, it is civilians who suffer the most. The use of explosive weapons in populated areas presents one of the greatest threats of harm to civilians in contemporary armed conflict. The Political Declaration on Strengthening the Protection of Civilians from the Use of Explosive Weapons in Populated Areas was adopted and endorsed by 83 states, and is the first formal agreement that there is an urgent, humanitarian need to protect civilians from the immediate and long-term effects of explosive weapons in populated areas.
