In the 1990s Korea would see a boom in their economy, resulting in people doing better than ever, but some people felt left behind, especially Kim Gi-hwan (김기환), who believed the rich should suffer. He gathered members to form The Chijon Family that would punish the rich..and what resulted was horrifying.
