Cartier details how the Nebraska Attorney General’s Office abruptly withdrew from ongoing negotiations over a tribal tobacco-tax compact—just hours before the tribe’s first Cannabis Commission meeting—after learning of the tribe’s plan to enter the state’s newly legalized medical-cannabis industry.
