In the inaugural episode of The City That Never Was, a councillor, small-time drug dealer, mechanic, sub shop owner, and sex worker each experience something unsettling—an offbeat bureaucratic mix-up, an impossible case of identity theft, and, perhaps most disturbingly, a dead man found standing in his living room. At first these strange occurrences seem unrelated, but when all five individuals are coincidentally brought together to their beloved convenience store, they begin to suspect these events are connected, and that something in the city itself is changing.
