Do we lack experts? Planning? Laws? Funds? O, sadyang may problema lang tayo sa priorities at implementation? Totoo ba ang resiliency ng Pinoy in front of calamities? Is it a justification na paulit-ulit na lang nating sasapitin ang sakuna? How do we emphatize with people when we ourselves are not directly affected sa bagyo?
