Do we create a full Project Plan & then execute or do we plan and execute in small cycles ? 

You can call this a Lean-Project Management hybrid model or Progressive Elaboration or even Rolling Wave Planning.  But what essentially happens here is that we execute in smaller, say 2 week,  repetitive cycles. This enables any changes or deviations to be incorporated in the next cycle & keep going. 

The project is planned from Milestone to Milestone as Monthly Schedules which are further broken down to weekly plans or Schedules to get better visibility.
