In this chapter Jerusalem is called "Holy City". In the Old Testament, it was Isaiah who called by that name, later we see Daniel calling it by that name. Now, Nehemiah is calling it twice in this chapter "Holy city". How did it become a holy city? They paid a huge price. First it was Ezra who helped restore the temple, later Nehemiah came to restore the walls and gates. Its security was increased by controlling who comes in and goes out. They called for putting off of the foreign wives, restored observation of Sabbath, no business on Sabbath etc.
