The call to love is a call to function from the heart, not just perform superficial actions. This is what meets us in this passage in Peter. Just like every other action which we can analyze its sincerity by the person doing it, so is the call to love and the actions that ensue from this. Peter, in this passage, shows us that God's love is rooted in the unchangeable Word of God.
