The Trump Administration negotiated an agreement with Taliban in 2020 providing for the withdrawal of U.S. Forces from Afghanistan by May 2021, as part of which the Taliban promised not to deliberatively attack U.S. troops during the withdrawal period.  Since then, the Taliban has been steadily gaining control over provinces in the county, and civilian casualties have been rising.
