ICSs have existed in one form or another since 2016, but for most of this time have operated as informal partnerships using soft power and influence to achieve their objectives. Following the passage of the 2022 Health and Care Act, ICSs were formalised as legal entities with statutory powers and responsibilities. So to find out a bit more, I spoke with Dr Andrew Kelso who is the Medical Director for the NHS Suffolk and North East Essex ICB Board.
