
COVID-19 seems to have accelerated the need and demand for the digitalization of public services. On the other hand, international bodies such as the European Union are pushing forward for the improvement of citizens’ digital skills. For instance, by 2025, it is expected that the share of low-achieving eighth-graders in computer and information literacy should be less than 15%.
