Ironically, submitted by a Pohnpeian delegate, Sen. Dion G. Neth, then voted down by the other Pohnpeian delegates- Sen. Christian, Sen. Moses, and Sen Perman... and YES, Sen. Neth was also the one who tried to get the Rep funds hiked to $200k...
