Two-thirds of English councils havent prosecuted a single landlord in the past three years, despite receiving hundreds of thousands of tenant complaints about unsafe homes. Only six hundred and forty landlords were prosecuted, and less than two percent of complaints led to formal enforcement. The Renters Rights Act will legally require councils to crack down on rogue landlords, but years of budget cuts have severely impacted housing enforcement teams, and councils warn that without enough funding, these new tenant rights will remain largely symbolic.
