The film was made by the US Department of Defence and the Rand Corporation which was THE cold war think tank. The speaker is Paul H. Nitze - Representative of the Secretary of Defence to SALT.
The other is from a fictional film called Count down to Looking Glass released in 1984. The clip is from a 'presidential address'.
