Para isso, foram utilizados métodos econométricos com dados em painel e variáveis socioeconômicas, tais como: PIB per capita municipal, índice FIRJAN de gestão fiscal (IFGF) e dados referentes ao nível de escolaridade do gestor público. Quanto aos resultados obtidos, foi possível observar que o erro de previsão da receita orçamentária afeta positivamente, ao nível de 1% de significância, a dívida do ano de exercício. Isso implica dizer que o aumento de uma unidade de real (moeda brasileira) no erro de previsão da receita orçamentária, nas Loas dos municípios maranhenses, ocasiona um aumento entre 0,49 e 0,92 unidades de real na dívida do ano do exercício financeiro respectivo. Além disso, as variáveis, como PIB per capita, IFGF e as dummies de grau de escolaridade, não foram estatisticamente significantes para explicar o aumento da dívida, permitindo deduzir que o erro de previsão (planejamento) da receita orçamentária, por si só, é determinante para aumentar o endividamento do ente municipal.
