Natural law is a set of universal, non-man-made, binding laws that govern the consequences of human behavioral choices. Whether humans suffer or thrive is determined by their own actions and whether they are in harmony with unchangeable, objective, moral law. Government is moral relativism, humans do not write laws, they can only recognize them and align their behavior to them.
