As a conclusion to our discussion, the Shulchan Aruch rules that a woman makes a blessing on Torah despite the fact that they are not obligated to learn. The Maharsha says Hashem tells Moshe to command the Jewish people that the women should strain themselves and be intimately involved in their families success in learning. The Chasan Sofer based on this Maharsha explains that the reason women make the blessing on Torah because they are commanded to be "involved" in Torah.
