川普新政府上台三个多月了，王毅和鲁比奥国务卿连面都没见过，在中美两国外交部门陷入尴尬的冷对抗之际，财政部长兰福安到美国直接谈判，但据说谈判陷入僵局。4月29日，中共的外宣平台——包括微信公众号【外交部发言人办公室】、外交部官方微博账号，以及推特账号【外交部发言人】等——同步置顶发布了一则中英双语视频，标题叫《不跪》。
这条视频，可以说是习近平外交转型后，中共新外交路线和对美方针的一次集中展示。视频内容，内涵极为丰富，完全佐证了我前段时间援引中共外交和军方的机密文件所披露出的中共外交新思路，非常值得我们仔细观察。
